กรมพิธีการทูตจัดสัมมนาหัวข้อ “การอำนวยเอกสิทธิ์และความคุ้มกันทางการทูตแก่คู่สมรสเพศเดียวกันและ
ประเด็นด้านเอกสิทธิ์ในความสนใจของคณะผู้แทนทางทูตฯ”

เมื่อวันที่ 31 มีนาคม 2568 นายจักรกฤดิ กระจายวงศ์ อธิบดีกรมพิธีการทูต เป็นประธานเปิดงานสัมมนา
ในหัวข้อ “การอำนวยเอกสิทธิ์และความคุ้มกันทางการทูตแก่คู่สมรสเพศเดียวกันและประเด็นด้านเอกสิทธิ์
ในความสนใจของคณะผู้แทนทางทูต ทางกงสุล และองค์การระหว่างประเทศ” ณ โรงแรมอีสติน แกรนด์ พญาไท โดยมีผู้แทนจากสถานเอกอัครราชทูตและสถานกงสุลใหญ่ต่างประเทศในประเทศไทย และองค์กรระหว่างประเทศเข้าร่วมกว่า 100 คน

การสัมมนาดังกล่าวมีวัตถุประสงค์เพื่อประชาสัมพันธ์และเผยแพร่ความรู้ความเข้าใจเกี่ยวกับแนวทางการอำนวยเอกสิทธิ์และความคุ้มกันทางการทูตแก่คู่สมรสเพศเดียวกันของสมาชิกคณะผู้แทนทางทูตฯ ภายหลัง พ.ร.บ. แก้ไขเพิ่มเติมประมวลกฎหมายแพ่งและพาณิชย์ (ฉบับที่ 24) พ.ศ. 2567หรือกฎหมายสมรสเท่าเทียมมีผลใช้บังคับ ตลอดจนเสริมสร้างความเข้าใจประเด็นอื่น ๆ ที่อยู่ในความสนใจคณะผู้แทนทางทูตฯ ที่เกี่ยวข้องกับ
เอกสิทธิ์และความคุ้มกันทางการทูตตามอนุสัญญากรุงเวียนนาว่าด้วยความสัมพันธ์ทางทูต ค.ศ. 1961 อนุสัญญากรุงเวียนนาว่าด้วยความสัมพันธ์ทางกงสุล ค.ศ. 1963 และความตกลงระหว่างรัฐบาลไทยกับสหประชาชาติและทบวงการชำนัญพิเศษแห่งสหประชาชาติ โดยมีวิทยากรจากกรมสรรพากร กรมธนารักษ์ กรมการกงสุล และสำนักงานตรวจคนเข้าเมืองได้ให้เกียรติมาบรรยายให้ความรู้และข้อมูลเชิงลึกในหัวข้อต่าง ๆ

Department of Protocol organizes a seminar on "Diplomatic Privileges and Immunities for Same-Sex Spouses and Other Privilege Related Issues"

On 31 March 2025, Mr. Chakkrid Krachaiwong, Director-General of Department of Protocol, presided over the seminar on "Diplomatic Privileges and Immunities for Same-Sex Spouses and Other Privilege Related Issues" at Eastin Grand Hotel Phayathai, attended by more than 100 representives from diplomatic corps.

The purpose of the seminar was to disseminate and make a better understanding of diplomatic privileges and immunities for same-sex spouses who are the members of diplomatic corps, following the enactment of the amended Act of the Civil and Commercial Code (No. 24), B.E. 2567 (2024), or the Marriage Equality Act. The seminar also provided in-depth information on other privilege related issues for diplomatic corps within Vienna Convention on Diplomatic Relations 1961, Vienna Convention on Consular Relations 1963, and Agreements between the Government of Thailand and the United Nations and the Specialized Agencies. Guest speakers were from relevant Thai authorities namely, Revenue Department, Treasury Department, Department of Consular Affairs, and Immigration Bureau, to provide details and inside information on those topics.
